Does anyone know what is that effect Lee or T uses on Fire Engine Dream?

I am guessing maybe its Lee's Moog or some Low Frequency pedal....

the destroyed room is very high quality recordings. the diamond sea on it, the 25 minute version, is a fucking MINDBLOWER
