off the top off my head.. I can't think of any bands i like that started out terrible and got better. i can think of many bands i like who started out good/great and became shit though.

I think Radiohead started out awful, got decent, and then got pretty bad again (In Rainbows).

I don't think Beefheart started out "awful" but Safe as Milk was a bit unremarkable compared to the masterpieces he would make afterwards.
