One of my Irish uncles spoke like that, but had a stutter and was permanently pissed (no racial stereotype intended, he just WAS) so he would start a sentence very slowly I-I-I-I-I- etc. and then accelerate to 100 mph in one long continuous un-punctuated incomprehensible flow.
