It certainly sounds like he's used part of the Assault on Precinct 13 soundtrack in his version. My favourite is 'Im Himmel' which is his reworking of the 'Lady in the Radiator' song from Eraserhead.
I'm not sure if there's much of a back story to it's release, I just remember it being a record that any self respecting 'Industrialist'
had to own in the early 80's. That and EN's 'Thirsty Animal'
