I can't believe only one person besides me voted for Tetsuo Shima...I mean, he ruled a city for a while...
Of course, he did end up turning into an oversized monstrosity, and losing his girlfriend becuz of it (either indirectly or directly, depending on whether you go by the manga or the anime).
