Sounds a bit of a weird question considering that 99% of the bands mentioned here have to some degree been influenced by them, but who do you think has been the most explicit?

Big Star. On their third album they completely captured the feel of the Velvets third album.

After that, Galaxy 500.

there's a dutch band called bingo trappers who sound a lot like the Velvets. but yeah, i'd say yo la tengo or the modern lovers.

YLT for sure. Ira sings a lot like lou reed and theyve covered a few songs of theirs i believe. They played "She's My Best Friend" when I saw them a year ago.
