It is Russian, my father got it from Russia after the Soviet Union collapsed, when he was there on business. It even has the hammer and sickle haha. Oddly enough, the night of that show I met a Russian girl who was diggin it haha!

They are very similar, but it is a Soviet Union officer hat. Has the hammer and sickle on the front haha. After the soviet union crumbled they had tons of them stolen and sold on the streets and ppl swooped them up! heh
