what is it in an expensive film that gives it that slower atmosphere

notice how on home video cameras everything looks really loose and fast
where as in a hollywood film it looks as if its moving slow or the atmosphere is slower

I had to dress "business casual" (no jeans, collared shirt, etc) for my team presentation today, but the only khaki's I have are really baggy cargos (damn near trip pants, if you're familiar with that term), plus I only have chucks and studded belts. So, instead of business casual, I looked more 90s Bay Punk.
