As long as the FLACs aren't from a lossy source, you could upload 'em to Dime anyway. Just describe their lineage as "unknown, sorry, if anyone has some info please let me know, yadayadayada". A quick bot search says they haven't been on Dime before, so more power to ya:

Any good wave editor (Adobe Audition, WaveLab) should do the trick, but most of them are not free. I always use Trader's Little Helper (at 0, which is the highest setting) and/or Exact Audio Copy.
