I thought it might be because of their paranoid immigration laws, and the difference with the more relaxed laws in this country when it comes to visitors/immigrants planning to enter it, certainly compared to those of, say, the states, australia, and indeed canada. I can't really think of any other explanation other than narrow minded paranoia. If anything it doesn't make any sense because a person with hiv can visit the UK without having to be checked for sti's (I think), so Canada must think that any foreigner poses a ghonorrea threat or something along those lines.
